Agricultural Counselor of the State Council Investigates the Pesticide Industry



Taking the research and promotion of pollution-free pesticides as a breakthrough point, adjusting the structure of pesticide products, and determining a unique industrial position in the current market competition, the direction and theme of the development of Shaanxi's pesticide industry have attracted industry attention. On June 13th, three counselors from the State Council Counselor's Office visited Northwest A&F University to investigate the research and promotion of pollution-free pesticides. On the 12th, the research team conducted a survey with relevant departments such as the Shaanxi Provincial Department of Agriculture and the Department of Industry and Information Technology on the production and circulation of pesticides within the province.

The pesticide industry in Shaanxi is at a moderate level in China. Although not a major province in pesticide production, it is unique in the concept, research, production, and promotion of pollution-free pesticides. The research on pollution-free pesticides has a considerable influence in China and has received high attention from the industry. They have made fruitful explorations in the research, production, and promotion of pollution-free pesticides represented by biopesticides and plant-based pesticides, relying on institutions such as the Research and Service Center for Pollution-free Pesticides at Northwest A&F University.

In terms of scientific research, the province has obtained the second prize of the National Science and Technology Progress Award for Kupi Tengsu, the first plant-based antiviral agent in China, sterol, and amylolytic Bacillus subtilis, which have been registered as pesticides and put into production and application.

Professor Zhang Xing, Director of the Research and Service Center for Pollution-free Pesticides at Northwest A&F University and Director of the Innovation Center for Pollution-free Control Technology of Agricultural Harmful Organisms at the Ministry of Agriculture, proposed a new concept for pesticide research based on harmonious plant protection: with plant health as the main guidance, fine monitoring and reporting as the premise, comprehensive coordination and treatment as the key, and pesticide control as the remedy.

According to the chief agronomist of Ningdianlin from the Shaanxi Provincial Department of Agriculture, there are currently 45 pesticide enterprises in the province with an annual output of 45000 tons of pesticides. The product is oriented towards pollution-free pesticides and has considerable advantages in the fields of biopesticides and plant-based pesticides. It is understood that as of the end of 2015, a total of 253 biopesticides, 5 microbial pesticides, 12 plant-based pesticides, and 16 biochemical pesticides were registered in the province, with sales of related products reaching over 200 million yuan.

It is reported that in recent years, the development of the microbial pesticide industry in the province has been stable, especially with strong research and development capabilities in the field of microbial raw materials. The research and production of high content microbial raw materials is in a leading position. At the same time, they also support microbial pesticide enterprises as leading enterprises. At present, multiple pesticide production enterprises have collaborated with universities and research institutes such as Northwest A&F University to jointly develop multiple pollution-free pesticide products. In order to promote the use of pollution-free pesticides, a subsidy operation model of "social enterprise coordination, expert guidance, counter supply, subsidy publicity, and full process monitoring" based on professional cooperatives was piloted in six major fruit and grain producing counties. Fruit farmers were subsidized with 50% of biopesticides and 30% of low toxicity pesticides to accelerate the promotion and application of low toxicity and efficient biopesticides and related usage technologies. A total of 36000 acres have been implemented, with a subsidy of 30000 kilograms for 25 types of pesticides and a subsidy of 1.66 million yuan, achieving good results.

After years of exploration and practice, the province has initially formed a one-stop development system from research and development, production, to promotion, which has also given birth to new concepts for the development of the pesticide industry.
